About Us…

The Earl B. Gilliam Foundation is a 501(c)(3) charitable organization and its mission is to represent the interests of the African-American legal community in San Diego County.

The Foundation exists primarily to provide support for diversifying the legal community, which currently includes scholarships for law students and support for law students and African American legal professionals in growing as attorneys, obtaining and maintaining employment, developing private practice as sole practitioners or partners within law firms, advancing in public sector employment, and related efforts.

Gifts made to the Foundation are tax-deductible.

Civil Rights Luncheon


Echoing Dr. King’s timeless messages encouraging us to remain steadfast in pursuing his dream of racial justice and equality despite the numerous institutional barriers that hinder our progress, the 2019 Civil Rights Luncheon theme is: Dreams Deferred: Lifting our Children from the Quicksands of Educational Inequality.

The Earl B. Gilliam Bar Foundation invites you to join us as we celebrate the life and ideology of Dr. King, and hold an informed discussion regarding systemic issues that negatively impact the academic success of African American students, such as the school-to-prison pipeline, as well as concrete actions we can take to combat these complex issues.

    • $1,000 scholarship in your organizations’s name to a deserving law student interested in pursuing civil rights, 10 Luncheon tickets with premiere seating and table signage, verbal recognition during luncheon program and Company name and logo prominently displayed in promotional materials such as e-blasts, social media announcements and invitations
  • Bar Success – $1,000
    • $1,000 scholarship in your organization’s name to a deserving law student taking the July 2019 bar exam and interested in pursuing civil rights

Hon. Elizabeth A. Riggs Inducted Into the San Diego County Bar Foundation’s 2018 Distinguished Lawyer Memorial

Judge Riggs was the first African American female judge in San Diego County and remained the only African American female judge for 22 years.
